The Cost Per 95% Video Play metric (or any cost per percentage) does not exist in Ads Manager. You can change that.
It’s weird, actually. There are only three “cost” metrics related to video views:
Cost Per 2-Second Continuous Video PlayA 2-second continuous video play is when someone views a video for 2+ seconds continuously, usually with at least 50% of the video in view. More
Cost Per 3-Second Video PlaysA 3-second video play is recorded when someone views a video for 3 seconds or views 97% of a video that is less than 3 seconds long. More

But if you want to see the Cost Per Plays at 95% (or 25%, 50%, 75%, or 100%), you’ll need to create a custom metricAdvertisers can create custom metrics that combine existing metrics with a mathematical formula. That formula can be based on Meta's current ads metrics, standard events, custom events, and custom conversions. More.
And that custom metric is pretty simple! Make sure to use the Currency format and simply create a formula that divides that percentage by the amount spent.
Then you can click the box to add a column to your report to view it.
